The Scientific and Technical Council of the JSC "Stroitransgaz" has approved the program of cooperation of the JSC "Stroitransgaz" with the Russian State Oil and Gas University named after I.M. Gubkin. The Scientific and Technical Council has noted that as a result of a dramatic decline in the business activities within the oil and gas industry and a reduction in investments the oil and gas industry has experienced the period of stagnation. During this period, a lot of construction and installation companies that used to be the pride of the national construction industry and were able to ensure the high- level quality construction of oil and gas production facilities including the unique ones in world practice, have been shut down on a wide scale. But the gravest consequence of this disastrous shutdown was the loss of the personnel potential. A lot of managers, engineers, technical staff, foremen and workers were not needed any more, part of them lost their jobs and skill, part of them grew old and retired. At the same time, the industry has not experienced the adequate replacement of the older and experienced generation by the younger workers and employees. The negative tendencies have also affected the system of higher education. The efficiency of education process has declined; a considerable number of young people have developed a negative attitude to working at the production facilities. Lots of students do not aim to profoundly master theory and are not prepared to independent work. There is a serious gap between the production and higher education due to the impairment of traditional business links and nonobservance of plans and long-term outlook in training and use of the young specialists. The state system of graduate assignment lacked the efficient interaction alternative. Thus, the task to overcome these negative tendencies and to raise the intellectual and professional potential in the oil and gas industry is of vital importance. The growth in the volumes of the contract operations carried out by the JSC "Stroitransgaz" for the oil and gas industry both in Russian and abroad as well as the unique nature of a number of projects (e.g. Yamal - Europe and "Goluboi Potok" (the Blue Stream) gas pipelines, the development of Zapolyarnoye field, etc.) is an indication of the revival of the oil and gas industry in Russia. The upsurge in the industry as well as the emergence of new technologies in the field of welding and pipeline reliability, in the underwater pipeline laying, microtunneling, horizontal directional drilling, etc.) brings to the forefront the importance of the personnel problem solution. On the whole, the submitted Program of cooperation with the leading oil and gas industry higher educational institution, which constitues part of the general concept of the JSC "Stroitransgaz"'s policy related to personnel sets forth the ways and means for the solution of the problem. The Program proceeds from the following principles: the continuity and tradition in cooperation with the oil and gas facilities construction industry and the Russian State Oil and Gas University named after I.M. Gubkin; the mutual interest and mutual benefits from the cooperation; long-term character of the cooperation. Based on the viewpoint that under the present-day market conditions and taking an account of the fierce competition the major success factor is the high qualification of specialists and managers at any level, the Program envisages measures on the training and re-training of specialists making use of the programs meeting the specific needs of the oil and gas facilities construction industry. Then, the specialists are confronted with the necessity to timely and systematically master the new technologies and advanced equipment.
