Problems of development of the market of engineering and construction services in the area of Russian Fuel and Energy Complex were covered by E.A.Lavrentiev, Fist Vice president of OAO Stroytransgaz in his presentation at the International Practical Conference Fuel and Energy Complex of Russia: the market of engineering and construction services, that took place on 17-18 May in the Hotel Redisson SAS Slavyanskaya, Moscow.
According to his version, “at present there are about 1 200 constructions and design organizations in the industry, out of which at most 20 meet the modern international requirements”.
Aside from that E.A.Lavrentiev noted that the situation had formed in the oil-and-gas market when business customers preferred themselves to carry out majority of functions of contracting companies, i.e.: to develop investment and detailed projects, make delivery of all components and render engineering services to constructors. “This leads to time and cost increase of the projects.” - he underlined.
In opinion of Mr. E.A.Lavrentiev, to solve the problem of increasing the share of Russian engineering companies, it is indispensable for the Fuel and Energy Complex to speed up development of normative and technical documentation for engineering and construction of oil and gas projects that would correspond to international standards. Besides, the government support is necessary for technical upgrading of construction organizations, as well as legislative support for functioning of domestic engineering companies, including introduction of privileges and preferences for them.
The International Practical Conference Fuel and Energy Complex of Russia: the market of engineering and construction services is held for the second time. Its organizers are the analytical journal Oil and Gas Vertical and the publishing house Information and Investments. The main objective of the Conference is to discuss at high professional level the current problems and tendencies in development of the market of engineering and construction services in the oil and gas and electric power industries, and also economical, organizational and technological aspects of projects’ implementation.
Representatives of production, refining/process, transport and electric power enterprises, companies, specialized in the field of engineering and construction services, as well as legal, finance and consulting companies took part in the Conference.
For the second year in succession OAO Stroytransgaz acts as a General agent of the Conference.
